Mr. Woolman has over 25 years of experience as a leading land use attorney in Baltimore. He has navigated the complex entitlement process for numerous high-profile real estate development projects and represented a wide range of clients from individual property owners to Fortune 500 Companies. Mr. Woolman appears regularly before various agencies, legislative bodies, and courts in the Baltimore metropolitan area and has successfully litigated land use cases before the Maryland Appellate Court. Mr. Woolman was one of the three founding attorneys of the Baltimore Development Workgroup (BDW) in 2008 and chairs the BDW Legislative Monitoring and Review Committee. 

Mr. Woolman’s real estate development practice has naturally evolved to include a robust liquor license practice. This auxiliary practice includes the representation of the bar, restaurant, and hospitality industry as they navigate the complex administrative process required for the issuance of liquor licenses in the Baltimore metropolitan area.
